DTI BACKS PH BID FOR WORLD'S RECORD OF LARGEST HACKATHON IN A SINGLE VENUE TO SUPPORT STARTUP DEVELOPMENT

QUEZON CITY – In line with the government’s thrust to make the Philippines (PH) as one of the leading countries in creating startups, Department of Trade and Industry (DTI) Secretary Ramon Lopez expressed strong support to the country’s official attempt at the Guinness World Record’s largest hackathon in a single venue through the Impact Hackathon held on 30-31 October 2019. Sec. Lopez likewise reiterated the role of the youth sector in developing startup communities as well as in creating solutions to address societal issues. “We want to build an entrepreneurship ecosystem that will push for innovation through more internet platforms and more new business models. And the Filipino youth has a unique advantage in this area. We have creative and very innovative youth who know how to keep up with the changing technology and use it in finding solutions to society problems,” said Sec. Lopez. Participants of the 24-hour, on-the-spot coding marathon were asked to come up with technology-based solutions anchored on the Sustainable Development Goals (SDGs), on five themes: climate change, education, agriculture, smart cities, and health. “We are optimistic that more than the attempt to have the world’s largest hackathon, whatever will be developed by the participants may become useful to the country and to many Filipinos, while opening more opportunities to the startup developers,” the trade chief added. The Secretary also highlighted landmark legislations that will further support the growth and development of startups in the country. He cited the Republic Act 11293 or Philippine Innovation Act and Republic Act 11337 or the Innovative Startup Act, which features a Startup Venture Fund and will set up Startup Ecozones. “The administration of President Rodrigo Duterte is committed to support startup communities as we see technology and innovation as inclusive tools to promote income and job opportunities for many Filipinos,” said Sec. Lopez. “There are so many problems in the Philippines and in the region. And when there are problems, there’s an opportunity for entrepreneurship to rise,” said Impact Hub CEO Ces Rondario. Meanwhile, Quezon City Mayor Joy Belmonte also expressed support and encouraged participants in the world record bid.♦

DTI CHIEF EYES UPWARD PROJECTION ON PH-INDIA RELATIONS, HIGHLIGHTS COMPLEMENTARITIES IN IT-BPO, INFRASTRUCTURE, TRANSPORTATION SECTORS

MAKATI – Department of Trade and Industry (DTI) Secretary Ramon Lopez underscored the deepening Philippine (PH) -India trade and investment relations following both countries’ common areas of interests. Indian President Ram Nath Kovind conveyed their country’s interest to participate in the PH growth story. During the ASEAN-India Business Summit Gala on 19 October 2019, President Kovind and Sec. Lopez expressed optimism in PH-India economic and business relations citing various sectors that both countries can further collaborate on. “With the Philippines enjoying robust economic growth, we need to create opportunities with India and its own fast-growing economy to expand economic engagements that is based on synergies and complementarities, such as in IT-BPO, pharma, transportation, and infrastructure,” said Sec. Lopez. The country’s trade chief likewise encouraged Indian pharma groups to locate their manufacturing plants in the country. Sec. Lopez called on the continued exchange of best practices and upgrading primary skills in the IT-BPO and ICT industries. He also relayed PH’s optimism on the entry of India’s transport giants in the country as well as the interest of India’s Hinduja in expanding their bus manufacturing operations in PH. Sec. Lopez highlighted the participation of India’s GMR Group in the country’s infrastructure projects through public-private partnerships. The Secretary also emphasized the growing number of Indian students in the country pursuing education in the field of medicine and civil aviation. Meanwhile, President Kovind commended the country’s initiatives in pushing development for micro, small, and medium enterprises (MSMEs). According to President Kovind, MSMEs have a great role in economic growth and countries should do their best in promoting the sector. He further applauded programs and initiatives of PH government and private sector, including the works of Sec. Lopez, in championing the MSME and encouraging its growth and development. The Indian President relayed that PH is a natural partner in ASEAN region and highlighted PH’s massive infrastructure program, Build Build Build, as an area that presents enormous opportunities for companies and investors from both sides. President Kovind relayed the immense value of India’s healthcare and pharmaceutical sectors to PH. He referred that these services ”are bringing joy to the people’s lives” in PH. “These engagements symbolize the growing friendship between our two nations. We hope that this will continue in the days to come as we work towards creating greater inclusive growth and shared prosperity for all our peoples --- the same vision of President Rodrigo Roa Duterte,” said Sec. Lopez. Both President Kovind and Sec. Lopez recognized the growing opportunities in the digital economy and the need to cope with the digital age. Areas that were emphasized include e-commerce, fintech, imaginative entertainment, and power green solutions. With the nearing conclusion of the Regional Comprehensive Economic Partnership (RCEP), which both PH and India are participating countries, Sec. Lopez eyed for an increase in interaction between the two countries as well as opening of more market access for PH products to India and vice versa.♦

DTI ALLEVIATES POVERTY IN RURAL AREAS; GENERATES MORE JOBS THRU RAPID PROJECT

After the success of national launching in May 2019, the Department of Trade and Industry (DTI) formally introduced in Mindanao the Rural Agro-enterprise Partnership for Inclusive Development (RAPID) Growth Project during the opening of Kakao Konek 2019, the biggest annual event of the cacao industry stakeholders in the country, at SMX Convention Center, Davao City last October 17. The RAPID Growth Project aims to bring Trabaho, Negosyo and Kabuhayan (TNK) to rural communities and reach more farming households, cooperatives and micro-enterprises. Through this program there will be more value adding activities, increased production capacities of farmers, and create more micro, small and medium enterprises (MSMEs) and job opportunities, thereby sustainably increase the income level of small farmers and unemployed rural women and men across selected agri-based value chains.

DTI, RCBC TO BRING DIGITAL LIVELIHOOD AND BANKING TO SARI-SARI STORES

MAKATI – The Department of Trade and Industry (DTI) and universal bank RCBC will bring digital livelihood and virtual banking services to more than 1.3 million sari-sari stores nationwide through a Memorandum of Understanding (MOU) signed on 18 October 2019. Under the MOU, DTI will promote RCBC’s virtual bank-tech app DiskarTech: Kasosyo sa Asenso and provide training programs for entrepreneurs. Said trainings will roll out before the end of this year in more than 1,000 DTI Negosyo Centers around the country. DiskarTech offers digital financial services such as micro-insurance, microfinancing, bills payment, and airtime and gaming e-load. The app also enables customers to open RCBC basic deposit accounts, withdraw, deposit, and transfer money without going to a bank branch. DTI and RCBC target enterprising Filipinos as users of the app, including sari-sari store and market vendors in over 42,000 barangays in the country. "DiskarTech is a pioneering initiative that will level up our sari-sari stores and microenterprises with a complete suite of digital financial services that is well-aligned with the 10-point Socioeconomic Agenda of the Duterte Administration," DTI Secretary Ramon Lopez said. "Aside from providing additional income, DiskarTech helps achieve financial inclusion by getting more Filipinos to open bank accounts and be part of the formal financial system," Sec. Lopez said. He also noted that financial inclusion is key to achieving President Rodrigo Duterte’s vision of inclusive growth and a comfortable life for all. "This will also address informal lenders offering exorbitant interest rates as DiskarTech provides opportunity for new-to-credit Filipinos to access efficient and affordable credit facility through self-help approach," RCBC Executive Vice President and Chief Innovation and Inclusion Officer Lito Villanueva said. Earlier, the Liga ng mga Barangay National Executive Board approved a resolution adopting DiskarTech as a national financial inclusion accelerator in all 42,000 barangays nationwide. Signing the agreement were DTI Director Emma Asusano, DTI Secretary Ramon Lopez, RCBC Chairperson Helen Y. Dee, RCBC President and CEO Eugene S. Acevedo, and RCBC Executive Vice President and Chief Innovation and Inclusion Officer Lito Villanueva.♦

PH IMPROVED RANK IN INTERNATIONAL PROPERTY RIGHTS INDEX

The Philippines ranked 67th out of 129 countries in the 2019 International Property Rights Index (IPRI) Report. This is an improvement from rank 70 out of 125 countries in 2018. The country scored 5.31 in 2019 and 5.22 in 2018. Department of Trade and Industry (DTI) Secretary Ramon Lopez reiterated the government’s commitment in providing protection on physical and intangible properties during the launch of the IPRI on 16 October in Manila. According to the trade chief, the government is actively pursuing the eradication of corruption in every aspect of society as well as implementation of state policies on intellectual property. High IPRI scores show high income and high development levels in a country and indicates a positive relationship between property rights regime and quality of life. Sec. Lopez conveyed the importance of the IPRI as it focuses on one of the most important assets of humanity—the right to own, control, sell, donate, and transfer one’s property. Present during the launch were Foundation for Economic Freedom Chairman Roberto De Ocampo, President Calixto Chikiamco, and Romy Bernardo, Minimal Government Thinkers President Bienvenido Oplas Jr, Hernando de Soto Fellow Prof. Sary Levy-Carciente, Property Rights Alliance Executive Director Lorenzo Montanari, and Intellectual Property Office of the Philippines Director General Josephine Santiago.
